Senator Weld moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub for House Bill 4607—A Bill to repeal §16-5Y-12 of the Code of West Virginia, 1931, as amended; to amend said code by adding thereto a new section, designated §9-5-29 of said code; to amend and reenact §16-2D-8, §16-2D-9 §16-2D-10, and §16-2D-11; all relating to health care; providing that state Medicaid agency shall develop, seek approval of, and implement a Medicaid state plan amendment, as necessary and appropriate to effectuate a system for Certified Community Behavioral Health Clinics; providing that a state certification system for Certified Community Behavioral Health Clinical shall be developed; setting forth state certification requirements; providing parties eligible to apply for certification as a Certified Community Behavioral Health Clinic; providing for participation in the Certified Community Health Clinic program is voluntary; removing constructing, developing, acquiring, or establishing a birthing center as a reviewable service; adding establishing an opioid treatment program as a reviewable service; removing a health services from the list of services which may not be developed; providing that existing intermediate care beds may revert to the Health Care Authority as determined by the Office of Health Facility Licensure and Certification; creating a birthing center exemption for which no exemption application will need to be filed; and deleting an exemption application for specified birthing centers.
